Position Description

The role of a Business Analyst involves analyzing business systems and overseeing the implementation of new and improved information systems and processes to meet the specific requirements of customer organizations. This includes conducting needs analyses to identify opportunities for enhancing business processes, performing business process reengineering, and evaluating feasibility and trade-offs. The analyst acts as a bridge between internal and external customers, consulting with them to refine and specify functional requirements and translating them into technical specifications. They also develop comprehensive functional and systems requirements, create business cases for IT solutions, and define the scope and objectives of systems. Additionally, the analyst estimates costs, ensures the integration of all system components (such as policies, procedures, training materials, databases, software, and hardware), conducts performance and reliability testing, plans and participates in system implementation, provides post-implementation support, and ensures strict adherence to information security and assurance practices throughout the systems analysis process.

Skills Required

The Business Analyst should possess expertise and practical knowledge in the following areas: structured analysis principles and methods, systems analysis and analytical concepts, techniques, and methods (including cost-benefit analysis), basic IT architecture, and technical documentation methods. They should also be familiar with systems design tools, methods, and techniques, including automated systems analysis and design tools, to develop requirements and specifications that align with business needs. The analyst should have a good understanding of systems design standards, policies, and authorized approaches to assist in identifying and specifying business requirements for new or improved systems, as well as the ability to evaluate system design precedents and alternative approaches for proposed projects.

Furthermore, the Business Analyst should have a solid comprehension of customer organizations’ business processes, workflows, and operations, enabling them to apply a structured systems analysis approach to designing and developing new or enhanced applications. They should be well-versed in business process engineering concepts and methods to lead or conduct studies aimed at identifying potential improvements in the application of IT to key business functions. Familiarity with life cycle management concepts, internet technologies, and emerging IT trends is also important.

Lastly, effective communication skills, both written and verbal, are essential for the Business Analyst. They should be able to articulate ideas clearly and prepare well-structured reports.

Skills Preferred

* Ability to work independently with minimal supervisions.
* Excellent reading comprehension and writing skills to create RFPs, status reports, presentations, and other documents needed to manage a solicitation process
* Excellent communication skills to be able to interact with staff at all levels of the organization from the front line employees to the elected official

Experience Required

This classification must have a minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.

Experience Preferred

4+ years experience preparing and managing contract solicitations to include writing/developing Requests for Proposals (RFPs) and other solicitation documents, developing a scoring methodology, tracking/managing RFP responses, coordinating meetings as needed with end-users, vendors, and scoring committee.

Education Required

This classification requires the possession of a bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
